Substack: open your profile. The handle is the part after the @ in its address, like substack.com/@yourname. Your subscriptions need to be shown on your profile, which they are unless you turned that off in Settings.
Bluesky: it is under your name on your profile, like yourname.bsky.social. Who you follow on Bluesky is always public. When someone you follow lists a Substack on their Bluesky profile, their posts come in too.
